Position:
The Mutellis have been a fixture in the politics of the Imperium for a very long time. Theirs is an ancient House, tracing its pedigree back to the League of Nobles, of which their original homeworld, Kirana III, was once part. Unhurriedly, their domain has expanded over the millennia to encompass two systems: the ancestral Teegarden’s Star and Tau Ceti. All of their habitable planets are prosperous agri-worlds, famous for well-established brands of liquors, luxury foodstuffs, and chefs.

House Mutelli has long played the role of an indifferent balancer in the Landsraad: highly cautious in its political moves, committed to long-term planning, and usually voting in accordance with the wishes of the Throne. It has long practised diplomatic autonomy, avoiding inflexible alliances and open hostilities alike. For instance, while there is a natural competition between them and the Atreides in the agricultural markets, both Houses have often found common ground on other matters. The Mutellis’ main strategies for success have been bonding by marriage with the Corrino at least once every few generations — Barbara Mutelli was the first wife of Elrood IX — and the careful promotion and management of their many Houses Minor, which serve as voting multipliers in the Landsraad.

Crown Prince Raphael Corrino, legendary for his lawful and peaceful rule, favoured the House. For this, he is still revered throughout the Mutelli domains, and his collected works are thoroughly studied and applied as guidelines for good and just government. There is a story that, when Raphael Corrino offered House Mutelli the siridar governorship of Arrakis, they humbly turned it down, pointing to the conflict between that office and their other obligations to the Throne. If true, this would make it the only such case in the history of the Imperium. By an agreement whose details few know, the Mutellis provide the lion’s share of provisions for the Sardaukar, while at least several Sardaukar divisions are stationed on their worlds at almost all times, ensuring both external and internal deterrence.

The Mutellis’ reputation for integrity and impartiality, as well as the legal expertise cultivated in the highly reputed law schools of Novebruns — their Tau Ceti world governed by their most important House Minor — have often secured them positions as arbiters in various disputes. House Mutelli, however, never involves itself without a Landsraad sanction and a nod from the Golden Lion Throne.

Recently, the meteoric rise of Leto Atreides to the position of recognised honest broker in the Landsraad has dented the traditional sphere of Mutelli influence, and Duke Flambert is not pleased by it; many expected that the Mutelli might push back against the Atreides in some way. Their more pressing concern, however, was the loss of their previously unshakable CHOAM Directorship to the ascendant House Uchan of Pliesse, in uncertain circumstances. This matter is now resolved. After the fall of House Verdun their Directorship was re-awarded to the Mutelli. Also, after the recent CHOAM audit on Arrakis — unfavourable to the Harkonnen —they acquired a commercial concession on Arrakis. Duke Leto was diplomatically instrumental in both developments, what may have brought both Houses closer than ever. The Harkonnen, however, see their thinned control over commerce on Arrakis as nothing but hostile, and the Mutelli would be advised to prepare for a Harkonnen retribution.

In addition, while Duke Flambert survived the bombing of Otorio, many of the leaders of his vassal Houses did not. The House is therefore prone to some domestic instability before the necessary successions and sub-fief redistributions are secured — and sanctioned by the Padishah Emperor. House Novebruns has already attempted once to become more prominent than Duke Flambert is comfortable with, petitioning to be awarded devastated Zanovar, allegedly for mining.

Culture:
While the Mutellis are most recognisable throughout the Imperium for their Kirana brandy — of which the Emperor’s personal cellar contains bottles worth ten times their weight in melange — the quality they have raised to the status of their trademark virtue is stability. They embrace feudal, even rustic, traditionalism, along with staunch moral and legal conservatism. Corrino loyalism can be derived straight from there, though there have been cases when even the Padishah Emperors were more progressive than the Mutellis.

Mutelli worlds have a bustling, if circular, noble culture, given the relatively large number of Houses Minor which, unlike their suzerain, come and go rather often. Faufreluches, however, remains entrenched as the organising rule, and most of the working population is locked into corvée or other forms of indentured servitude. These arrangements appear semi-benign on the surface, allowing their masters to lead bucolic lives and focus on arts, sports such as corridas, education, and political careers. Many of those careers lead to or through Kaitain, where the Mutelli have long provided a disproportionate quota of qualified clerks and senior bureaucrats. If the mills of Landsraad officialdom grind slowly, it is because the Mutelli prefer them that way: the pace reflects their whole way of doing things.

The best Novebruns legal counsels, known as lawtechs and just short of mentats in that capacity, are allowed to accept temporary contracts of employment from other Houses in the Imperium. This is a practice many Houses find useful when they need to cut through red tape in their disputes — or tilt the proceedings their way. In fact, there is some sort of agreement between House Mutelli and the School of Mentats on Lampadas, allowing Mentat trainees to acquire additional legal training and bureaucratic practice through the Mutellis.

Curiously, the Mutellis rarely seek bonds to other Houses through marriage. They usually direct inquiries about such alliances to one of their Houses Minor, through which they filter bloodlines for themselves. More curious still, the Sisterhood rarely assigns concubines to the ruling House on Kirana III, as if it has forsaken this House Major. In social settings, the Mutellis are also known, on average, more for their personal refinement than for their good looks. You can probably guess what kinds of rumours that causes.

Orange Catholicism dominates among the population of Mutelli worlds, in a rather ritualistic form that helps keep the lower classes docile.
